Requiring a minimum level of language proficiency

Dear All
I tried to deep dive into the new norms @gazette.gc.ca/rp-pr/p1/2012/2012-08-18/html/reg2-eng.html but ended up with a confused state of mind particularly on language proficiency score item.
Can anyone in this forum confirm me if the following score is good to rely on?

L: 7.5
R: 6.5
W: 7.0
S: 7.0
Overall: 7.0

Would appreciate a quick response.

Minimum 6 in each band required to qualify for
Principal applicant.
