I came to Canada in August 2012 on student visa and now I got 3 years of work permit as I just graduated.( graduated on April2014 and working since July 2014)

Now, In order to apply for permanent residence in Canadian Experience Class(CEC) (NOC, B level) , it has mentioned that the experience of total of 1560 hours in a year is required. This information is in cic website and I don't know why this website does not allow me to post the link.

I have been working 40 hours a week and I will meet the requirement of 1560 hours in 9.75 months. In this case, would I be able to apply for permanent residence as soon as I meet 1560 hours of required experience or do I still have to wait an year?
Also, I don't know what would be the affects of new rules which is supposed to release from January 2015.

The requirement is Full Time Experience on eligible NOC O, A & B for 12 months minimum or Part Time at 1,560 hours with a minimum 1 year experience too.

In short the requirements are technically:

A. At least 12 months Canadian Work Experience on eligible NOC O, A & B.
B. Full Tim Experience - must be at least 37.5 Hours per week to be considered full time
or Part Time at least 1,560 hours.

Hi here is another question. So as long as I work 1560 hours in a year, that's good enough to apply for PR?
here is the thing, if i work for a company for 5 months (800 hours) and I leave company. After 2 months I join another company and work another 5 months (800 hours), that will still make more than 1560 hours but just 10 months of experience not whole year because I was unemployed for two months.
what happen in this case?
Does it make sense?

Let's put it this way, you have to work for one full year. Primary condition is full-time work over a period of 12 months, the 1560 hours over 10 months is still a period of 10 months only (2 months short). You have to compensate for the two month interval in-between your jobs, irrespective of the fact that you have cleared 1560 hours in less than 10 months.
