Good afternoon,I am student in Libya but I'm Rwandan,I'm seeking for refugee stutus because here there is a war,even I couldn't return to my country because we don't get the jobs and poverty.May I deserve asylum please
 
If you wish to seek asylum status from outside of Canada, you will first need to be officially recognized as a refugee by UNHCR or a similar referral organization. Canada will not accept your application until this happens. Since you are from Rwanda, I expect it may be difficult to be recognized as a refugee since Rwanda is politically and economically very stable. Not wanting to return to Rwanda because you are concerned you won't be able to find a job there unfortunately isn't enough to be a refugee. However if you want to try, you can certainly contact UNHCR in Libya to see if they are willing to recognize you as a refugee.

Thanks for your information, but sorry Rwanda is not economically stable while 80% of youth finish schools and never get the job

Poor economy cannot be used for a refugee claim. if you have nothing else to go on, if you apply for refugee because of lack of job or prospect in your country the application will be refused.

As mentioned previously, a lack of jobs doesn't qualify you for refugee status. To be approved as a refugee, you'll need to prove with evidence that you cannot return to Rwanda since you fear for your life.

It sounds like you are an economic immigrant - meaning you are looking to immigrate to Canada because you believe it has a better economic future than Rwanda. In that case you need to apply for PR through economic immigration streams like Federal Skilled Worker / Express Entry and the Provincial Nomination Programs.

I would forget about qualifying as a refugee unless there's a big part of your story you haven't told us. If there is more to it, then again, your first step is to be recognized as a refugee in Libya by UNHCR.
