Today I got a letter stating that I need to pay the Right of Permanent Residence Fee for my husband within 30 days. It says a permanent residence visa won't be issued to him without it being paid. I'm pregnant with our first child and we applied for a TRV for my husband to come here for our daughters birth but it got denied so I contacted my local Member of Parliament to look into it being denied. They said they didn't believe my husband would leave Canada because now he has a wife and child on the way. The MPs office also contacted the visa office in Jamaica to inquire about our family sponsorship application and they were told our application would be opened within a few days (this was last week). Then today I got that letter from Citizenship and Immigration in Canada... so my question is, does this mean they're reviewing our application now? Who else has got this letter? How long did it take for the family sponsorship visa to be approved after the fee was paid? I'm so anxious right now. I need my husband here so bad for our daughters birth in February, it's stressing me out :(

Basically you need to pay the fee ASAP. It is generally better to have paid the fee when you submitted your application, however, the fact they are requesting this can hopefully only be a good sign that they are working on your husbands file as they indicated to your MP. Fingers crossed they process in time for the birth you have a few months yet....good luck!
 
the visa office can't issue a visa without the fee being paid. if they are requesting this fee, then yes, generally that means the file has been picked up for review and it is processing. the best thing to do is follow the instructions and pay the fee.

I paid it online this morning and faxed off the receipt. Would they even request this if they didnt open it?

I think its pretty safe to say they have opened it and are processing it so I wouldn't worry. Just sit tight and hopefully you will get good news soon!

I know I'd have to pay it before they issued the visa. A better way for me to put it is would they even sent that letter to pay it if the case wasn't open and they weren't going to approve my husband to come here?

generally, no.
