Request for passport Help Required

I just scanned all my passport pages and they are 39 MB. Compressed it and dropped to 6! Still larger than 5. Also tomorrow I will get my certified translation document and should I combine all these PDFs?? I can’t combine files because it’s not free! Can I send two different files one for passport and one for translation and how can I make everything less than 5MB??? Thx
