Replacing a valid visitor visa

Hello
We lost the passport of my nephew which had his visitor visa in it. I wonder how can I ask for a replacement of his valid visa?
We have already reported to police and the police report is available.
Our country (Iran) does not have an embassy in Canada

You should report the loss to the police and to the Canadian embassy in your region. They won’t replace it without a police report.

I forgot to mention that I have already done this
I have the police report and unfortunately Iran does not have an embassy in Canada

I checked that link , it is for immigration documents not a visitor visa
Actually, I filled this form and sent it to Ottawa and they sent it back to me and said they do not process visitor visa
