What do you mean you surrendered your PR card ? Do you mean you renounced your PR status ? In fact to keep PR status you need to reside in Canada for 730 days in a 5 year period.

If you renounced your PR status you will need to apply for PR from scratch again you cannot reopen anything.

You can't get it back. You will have to reapply for PR from scratch. None of us can tell you what the chances will be. You will have to reapply from scratch through one of Canada's economic immigration programs like Express Entry.

Please explain EXACTLY how you surrendered your PR card. When, where and who to? What were the circumstances?
Just surrendering the physical PR card means nothing....

It’s not possible to reopen your file. You have to apply for PR again from scratch.
