That is correct. And I think most people get in with no issues, and few unlucky get reported.

I think if you return before your card expires, border officials tend to get you in without much hassle (of course it depends on the official). But if you try to enter with an expired card, it becomes much harder.

You must enter Canada and submit your PR card re eval application. You will likely be required to pick it up the card in person. At that point you will likely be checked to make sure you still meet the RO and have been in Canada for 730 days out of the last 5 years.

In your case, wouldn't it make sense to live in Canada for another month or 2 and to apply for your citizenship? (hopefully, you haven't start losting days since you landed)
You need to live in Canada for 3 years (1,095 days in the five years) to apply for citizenship. ppl usually add couple of weeks/month for buffer in case of any mis-calculation.
