As a PR through Quebec immigration plan, can one work remotely for a US company ?

Of course, as long as the US company is fine with this arrangement. You'll need to make sure you include this income when you file your Canadian taxes.

Depends how you are structuring payment. You couldn’t work directly for the US employer without a US work permit. Most common would be working on a US H1B visa from Canada. If working a as contractor for a US employer you will have to make sure you comply with many of the various language rules that Quebec has. Not familiar with with with all the rules but you’d need to educate yourself on potential requirement as someone who is self-employed.

If the structure of the payment is such that the company is a registered legal entity in Canada but is registered in another province (let's say BC, instead of Quebec), can one work remotely from Quebec for this US employer ?

You could work for them remotely after getting PR. As long as it is ok with the company of course. Before getting PR you have big issues about working or not working in Quebec. As already specified your WP requires you to live and work in Quebec. Your job in Quebec also limits your ability to apply for certain immigration pathways.
