Release date sponsor's guide?

Can anyone tell me what the release date of the sponsor's guide is?
If I open it in html version I can notify: Date Modified: 2010-12-16
And if I open it in pdf-file I read : IMM 3900 E (11-2010) Assuming this means November 2010?..

It is dated on the bottom of the PDF form.
