What happens when we reject an ITA (if we get one) and resubmit our profile for future draws? Are we even allowed to resubmit?

Strange Question,
I am just wondering, why would someone reject the ITA?

According to my opinion, if someone will reject the ITA, it would be hard to get it again specially for the candidates without the job offer

perhaps it's due to a lack of sufficient funds?

in which case, i think this would be very sad, especially if he/she got an ITA (without a job offer)
