It's not a matter of preference. If you have a formal job offer, you have to go through the regular process.
 
Because Job offer can grant applicant 10 more points, I may try to get the job offer for the same reason. On the other hand, if regular process is not preferable to simplified process in any way, why should I have to go for it even if I got a job offer?

ok, let me put it very simply:

if you have a job offer -> regular process -> reasonably fast

if you don't have a job offer -> simplified process -> can take years

Of course, if you have a job offer, it's a lot better, but for that, you need to find an employer who's willing to (a) hire you even without seeing out and to (b) go through the bureaucracy involved in hiring a foreigner, before you can even apply for the regular process. so it still takes time.

thanks for the answer. Here is one more thing I would like to know - get a job offer -> regular process -> how long does it generally take? And If I take advantage of this, will the visa officer or HRDC regularly check whether i commit to the offered employment?
