If you are a skilled worker in Qubec currently on temp foreign worker visa. Can you get a CSQ and subsequently PR without ANY knowledge of french?

I have read a lot of threads and heard various opinions in the past. The jist of that info was - "No you need french knowledge else it would take many years to process even that with a may be"

Some how reading through the formal page at

Tells me there are two programs. One is for Quebec selected workers (which need to prove advanced intermediate knowledge of french).

Where as the other would be "regular program - temp worker".

I failed to find french knowledge as a mandatory requirement for this though it says "french knowledge would get you priority with submission".

However, i am still trying to ensure that while

a) Having a highly skilled job with good experience (including a year in Quebec)
b) Proficiency in English (can provide IELTS etc.)
c) Educated spouse on OWP in Quebec, though not working.

is enough or not.

This probably was my first ever unanswered post (and i have probably asked 2-3 questions on this forum and probably answered many hundreds).

Seems like this one is quite tricky. :)
 
Yeah i did a little but it is still kind of inconclusive.

The things i can tell you are:

CSQ for regular skilled worker program is going to take much longer than the usual CSQ for Quebec selected worker program.
Since it will be a points based evaluation it might have additional heaches. For e.g. even for a person like me who came to Quebec for a skilled job with a temp work permit and LMO already, i would still need to get an educational degree equivalence. That requires the actual university i studied at to send a copy of transcripts to the equivalence body in Canada which is kind of really weird.

The part of world i am from and considering the number of years passed since i graduated, it is very impractical to ask university administration to pull out my file and send a transcript to university of Toronto. No such procedure exists and some one has to get it from Uni and post on my behalf.

I am sure there would be other hindrances non of which is required for Quebec skilled worker program that requires advanced intermediate french.

Lastly, i have heard that if you have a good profile it depends upon the interview you undergo whether the elevator thinks you should get through or not. Some bare minimum inclination on going learning of french would still be important even if you have a very strong profile otherwise.
