I am going to marry a girl who holds a PR but I will be going on a visitor visa and get married there. Do I need to be present in Canada to register a marriage or I can come back? She will be staying there. I am studying in a different country.
 
You have to be physically present at the marriage ceremony, yes. You can leave afterwards while the paperwork processes.

Unfortunately not. My fiance is a divorcee and cannot sponsor me until 2022. I am trying to find some other legal options to stay with her. Maybe I will try the work visa. Really not sure and confused about it all.

Can you briefly tell me the process required for marriage? I can only go to Canada for 20 days and will have to return to my university.
 
Do you have a TRV? That may be a huge obstacle.

Yes, I have a visitor visa. Why would that be an obstacle? I am marrying her knowing she cannot sponsor me and will be applying for independent express entry.
 
I have been married in Ontario and it is pretty simple although I don't know details if there are divorces. But basically go to city hall and get license, schedule your marriage - can be done in city hall or separate. Waiting periods minimal but I don't know details. Getting the marriage certificate can take some time but done by mail. You are married after the ceremony just the paperwork may not be accepted everywhere until you have the certificate.

Marrying her and registering the marriage in Ontario won't give you any options for staying with her here.

The only options you can pursue right now are all independent - e.g. getting a closed work permit yourself through a job offer from a Canadian employer and approved LMIA.
 
Normally u will need to bring 2 pieces of ID each, fill the form at the town hall, then schedule a date for a ceremony. Not sure whether maybe u will want to bring divorce papers in case they ask for it. Otherwise, they trust the information u provide. If u misrepresent anything u will be responsible at ur own risk for committing the fraud in the future. Then after a few weeks, u can apply online for the certificate.
