Register EOI for Ontario while trying to find job offer?

Hello,
I am interested in the employment job offer: foreign worker stream and I have two questions:

Is it possible to register for expression of interest while trying to get a job offer and hopefully once I have ITA I have the job offer documents to upload?

If question one is not possible and let's say I have the job offer and register for EOI, and it takes weeks or months to get an ITA or my score is not high enough then can I work for the employer if he can get an LMIA because I am on visitor status and would like to work while waiting for the ITA.

You need to have a job offer before you can actually register.

You can work if you have an approved work permit.
