i already appy for PRRA on 06/14/2018 . can i apply for work permit and what is the prossesing time or how long I have to wait for apporaval of work permit

I have a question similar to ranjeet 6591, and I hope someone can answer. I heard of a person who was informed that he is not eligible to make a refugee claim but is apparently eligible to apply for a PRRA. He wants to know if he can apply for a work permit (presumably an Open WP) at the same time he applies for his PRRA, or does he have to wait until he gets confirmation that his PRRA application has been received? Thanks.
