Hi, I have worked under NOC B in ottawa for 8 months and got another job with NOC A in quebec. If I move to quebec and work in that company to complete the 1 year of Canadian experience, will it be a problem to apply for my PR under CEC from quebec? Will it be approved?

You can complete 1 year in Quebec but after CEC invite you have to move out of Quebec to satisfy 'intention to reside outside Quebec' condition.

By 'actually' moving out of Quebec and also writing a Letter of explanation as to all steps that you have taken to make your move permanent.
