Lets say I pick Tampa,Florida in USA as my spot.Had been to Walgreens and Sears and they told they cant give me a photo as per the specifications....???

Try a local portrait photographer who takes passport/visa pictures rather than a chain. If push comes to show they can be taken with a digital camera and cut to size.
