Regarding Open work permit

HI ,I would like to take advice on whether i can start tutoring on my open work permit.
I have Tutoring experience and would like to expand my tutoring here for Canadian and American students.

Why not? Have an open work permit. If self employed and not working for a company, it does not count for Canadian experience.
