What were the refusal reasons listed?
How long a visit did she request?
What proof of ties to her home country did she show?
How much funds did she show to support her trip?
Has she traveled previously and to which countries?
What was the reason you gave for the visit? If you said it was to help with your children, IRCC sees this as working without authorization and this was likely one of the reasons why she was refused.

They are satisfied that she will leave Canada at the end of stay as a temporary resident. Stipulated in paragraph 179(b).
Of the IRPR, based on her travel history

Based on the purpose of her visit

Based on her personal assets and financial status

Your host does not meet the low income cutoff.

1 year request

She shows bank balance and her home property

1300000rupies

She travelled in India 2009 at last.

The reason we gave from doctor note
I need my mom help for a year because of I am expecting twins and I already have one son 4 year old.

We shows our income
My income 31326
My husband income 35317

We send with the medical insurance proof

Did you mention that you will be having twins?

Following on @scylla's question, if your husband did not sign the super visa invitation letter then your single income is insufficient for 6 persons

Is that last year's income or this year's income. Are you currently off work? What kind of personal savings are you able to show?

I did mention I have twin in the doctor letter.
But we did not having invitation letter with my husband sign.
Last year income.
We having saving in our account but did not show.

You need to show your saving as well as both you and your husband's NOA. Did the note from your doctor mention that you are not working or on bed rest. There may be concern about your current income especially on mat leave. If you have lots of savings that will help your case. The doctor's note doesn't help you and actually hurts you because your mom caring for you and the children is considered work. I would consider plan B just in case. Can your husband take 2-4 weeks of parental leave? Do you have any friends in the city who could care for your 4 year old while you are in hospital? You husband will also have to help out with cooking, cleaning and childcare.
