Does the relative live in the same city/province as your brother?

How long do you intend to visit?
 
Not to close he is my uncle . Or my brother is in Ontario and relatives is in Vancouver . And I want to visit for only 20 days because I am in Dubai and I am working here . I have only one month holiday .so please guide me

1. Maternal or paternal uncle? Or just a distant relative? Basically, can you prove you are related to him?

To answer your question:
Your brother has temporary status even as a student. That said, as you don't intend to visit your relative + your relative is not exactly an immediate family member, your brother can invite you.

You would want to prove you have a purpose of visit + strong ties to the UAE and your home country + finances for your visit
