Regarding CIC fee refund

Hi,
I filed for PR from India in 2005 but at that time my file was not processed. Then I again field for 2013.

I have paid fee twice but one was processed (successful) and one was not even processed.

I want to know the procedure of getting refund of my un-processed file which is near $1000.

Help would be highly appreciated.

If you have received PER for the second application, you cannot receive refund
