Reg selection of consulate.

Hello All

Could you please help me with below questions

1) I am from India. My wife is in USA since Dec 2012.I join and staying with her since March 2014.I am confused about selecting visa office.Whether i have to select visa office in India or USA. which one is best for us ?

2)My wife is Pregnant.She is going to give birth in Jan 2014.How & when should i add my baby in the dependent's list?
