Yup. In the US, using a fake green card is a felony. I'm unclear on this point: was she caught using a fake green card? If so, she would have almost certainly been deported, right?

No, nobody ever knew. She just kept to herself and worked and hung out with friends. When it was time to leave she took a bus to Mexico and the US border patrol got on the bus and talked to many people, and basically told her not to worry about it because she was leaving anyways, and that was the end of that.
 
Definitely order her FBI check. If it is clean, I would suggest you apply for her PR now. Could you get a loan from family to cover the cost?

You have a lot of proof that the relationship is genuine. The problems are the potential criminal record on the FBI check. The other red flag is that she has entered the USA illegally - CIC often sees that as evidence that the applicant is desperate to leave and so will suspect a marriage of convenience. However, I think you will have enough evidence of a genuine relationship to overcome that.
