Refused postgraduate visa-converting to visitor viya-converting to young professional

Hello.
I would like to ask if it is possible to apply for iec (young professionals or working holiday visa) on visitor visa from inside canada. In the same time my common low partner wants to send an application to sponsor me. Is it possible? Which order is better please? Iec and then sponsoring or viceversa?
