Recently i applied for canada for may intake at NIC college .
10th -9.8 cgpa
12th-72% in arts
Ielts -overall 6.5 and 5.5 in reading
No gap
And the main reason behind refusal is that i have low band in reading .
So CAN I reapply this file in embassy .
Or apply in other state of canada
 
Refused by the college or refused a study permit ? You can reapply but if the latter may not make any difference if the reading score was the reason for rejection of the study permit.Study permit applications are approved at a country level and not at a province level. Some colleges also have a minimum language standard so if the college was reason for refusal then find another college.

No sir, i get refussal from embassy.collge have low requirement it easily accepted such band scores.

You can definitely reapply, but you would still get the same refusal if you do not address the previous reason. As @Bs65 said, visa approval is on a country level. It doesn’t matter which province your college is located. If you do not meet the IRCC requirements then you don’t get visa approval even if you have been accepted by any college or uni.
