CIC Must gave you a refusal letter telling you the reason. It is certainly a misrepresentation. Please see the refusal letter if they authorized your husband to appeal against the decision.

here is my refusal latter

section 13(1) of the immigration and refugee protaction provvides that a canadian cotozen or pamanent residence
may. subject to the regulations. sponser a foreign national who is mamber of the family class.

a sponsership for a parmenet resident visa for you as a spouse of your sponser under the family class has
been made puruent to section 117(1) (a) of the immigration and reugee protaction regulations.

section 117 (9)(d) of the immigration and refugee regulations provides:

117(9) a foreign national shall not considered a mamber of the family class by vituof their reletionship to a spnser if

(d)...... the sponser previosly made an application for parmannet residence and become a pr and. at the time
of that appplication. the foreign national was a non-accompanying family mamber of the sponser and was not examined.

you are exuleded as a member of the family class pursuant to section 117(9)(d) of the immigaration and refugee protaction
regulations.

Because your husband failed to add you to his application before becoming a permanent resident - he can never sponsor you. I don't think there's any point in appealing if you got married before your husband became a PR. The rules are clear and your application was correctly refused.

I would recommend that you start looking into others ways you can immigrate to Canada (skilled worker, provincial nominee) since your husband cannot sponsor you.

Sure - you can apply for a tourist visa. There's certainly no guarantee you will be approved. But you can try. Details are here:
