Dont withdraw unless u get the PPR. Also can you share your PNP and CEC time line here. Did u supplied two different PCC and IELTS Scores for both applications? Current processing time for PNP is 17 months ?

Nope. MR is still early to be sure.
You can withdraw when they stamp your passport with visa
