Refuse to give "Temporary Application Number" for "Spouse Visa Application"

Hello,
I have applied for my wife's Spousal PR application for 3 months. I haven't received any application number yet and waiting for it.
One of my friends told me that I can ask for a "Temporary Application Number".
So when I called them, they told me that they do not have any "Temporary Application Number".
Can anyone tell me what could be the reason they do not have a temporary number?
