Refusal on study permit visa

hello, my sister get refusal for study permit and reason is that does not meet requirement of IRPR in 216(1) rules so can u help me if she applied second time what she need to improve?
What is about cover letter?
The main reason is he not satisfy that she leave caneda after study so can u help me pls????

You need to provide more information about her profile, her reasons for coming to Canada and how this will help her prospects on returning home. What ties does she have if any that will necessitate her returning home once she graduates.
