Refusal of Express Entry Application

Please assist me in this regards, CIC sent me letter in which they are intend to refuse my application as Nova Scotia application has not satisfied them that I have ability to economically establish in Canada and further I uploaded all documents but they wrote that your fees has not received. please advice me for writing them back.

This sounds like it is related to 'Proof of Funds'. Do you have the required amount of $12,164 CAD for 1 person of additional amount (if applying with a spouse)? Can you cut and paste the specific paragraph they quote in the letter? Without seeing the exact wording I can only give very general advice.
