refusal of computer teacher 2013 due to B.ed

hello every one. i am new to this forum.
i am 2013 applicant. m working as a computer teacher in government school in india. after 3 years i got refusal letter with reason that the officer is not satisfied because i have not the degree of bachelor of education so i am unable to teach in winnipeg as a secondary school teacher. now please give me guidelines that what should i do. should i put the review for this..

Check your NOC. It will have the minimum educational requirement for your job. If u already have the required education, u can go ahead with an attorney to prove your case.

Teacher is a Licensed job in Canada, and it is almost impossible for outsiders to obtain license.
Regulated occupations

Twenty percent of people working in Canada work in occupations that are regulated to protect the health and safety of Canadians. Examples include:

engineers
electricians

I'm sorry to hear about your refusal. Provincial regulations on teaching are absolutely horrible here. My girlfriend has a B.Ed from outside of Canada and a Masters from here and one year of experience teaching in one of the most accredited secondary schools in Ontario. She cannot get a Teacher's College certificate which is what you need to teach in public schools and most private schools. The visa officer is right to have this doubt and actually might be saving you months of pain and thousands of dollars. In my opinion this is not worth more of your time and money.

I have same profile. I do not have b.ed so should i apply under express entry or not ?
