One of my friend has just received a phone call from a TCS officer to get you his refusal letter from their office and pay Rs. 1350.

My question is this that in case of refusal, fee deposited will be refunded or not?

How come TCS officer know parcel contain refusal letter. They are not suppose to open the envelop.

I and he does not know, but TCS officer told that it is refusal letter. It might be written on the envelop.

But what you say about application fee refund?

Surprise to know that.................. well if his application refuse/ reject before processing line added in ecas then he will get refund otherwise no refund.
