As far as immigration, many people do their own applications without paying for assistance, just paying for the immigration fees. Go to the official website http://www.cic.gc.ca/english/ and learn what is required for immigration and start preparing the forms. It is going to take a while. The first thing to do is to complete the self assessment to see if you actually qualify with 67 points as a Federal Skilled Worker. Since you first applied there have been many changes and there will be more, perhaps as soon as this July. Writing an English exam (IELTS) is a requirement and must be included in the initial application along with all documents.
KKHAN has eagle eyes and spotted the reason for refusal was an INCOMPLETE APPLICATION. When you applied before June 26, 2010, there was no requirement to provide all documents at the start. Your consultant would have been requested to provide the rest of the package within so many days. I think the problems with the consultant go back that far. I am not familiar with the details of the pre June 26/10 applications, but would the fees be refunded at this point or not? I hope others can advise you.
