Hi, I applied fro study permit in Canada twice and the second time I got a refusal stating that I did not answer to all the questions truthfully. Which I realized was due to the fact that I didn't mention about my first visa refusal in the application form which was purely by mistake. Do you think I have fair chance of getting through if I reapply ?
 
Most likely not as you have now been refused twice - you are lucky that you didn't get a ban for misrepresentation.
 
In my gcms notes its given that I didn't provide any information about my previous visa's including my SP refusal and valid visitor's visa. Also, they mentioned that they weren't satisfied with my financial documents as they reviewed my proofs and they have concerns that I won't be financially sound and thus won't return to my country upon completion of my study.

Unless you have new much stronger financial proofs this time around, I don't believe that you have a good chance with another study permit. What is your background/where do you want to study/why do you want to study in Canada specifically?
 
If I apply through SDS with GIC plus an Educational loan would that meet the stronger financial proof definition? I have done my BAchelors in Industrial Chemistry from India and have received MS Mechanical engineering admission offer from UBC. I did an internship for 4 months at UBC after my Bachelors.

I want to study in Canada because I am familiar with the education system, the place and the people. Also, that I will get to resume my Research project that I was working on during my internship period.
