hey there
i have an odd question. I'm not really sure of immigrating to CA right now.

If I apply in May'13, I have to submit around INR 70,000 for application of me+wife+kid.
taking IELTS, credential assessement, etc the total expense for applying is going to be about INR 1,00,000 or so.

question is, if and when approved and called for stamping and i decide not to go for it - will i get the INR 70,000 back?
what if I cancel at the medical/police clearance stage? then do i get it back?

If processing is started, you will not get a refund. Even if its rejected, you will not get a refund. Keep in mind, this is a processing fee, not a stamping fee or something like that which you can withdraw from. You don't have the option of a refund mid-way through the process as you are stating.

The only thing you'll get back is the PPR fee (if you pay it in advance with your application).
 
Generally speaking if your application fails before "processing" you will receive a full refund of processing fees.

This is usually limited to failures at the completeness check or eligibility review stages.
Once past the VO eligibility review the processing fee covers the cost of all the background checks required on you and your supporting documents, so failure at this stage means the fee will not be refunded.
