I originally applied for Express Entry in October of 2015. My first application was canceled due to incompleteness (which was fair). I immediately fixed the problem and re-applied, which included paying a second time. I went through the refund request process and received an email back that my refund had already been processed and applied to my credit card on november 17 of 2015. The problem is that my credit card never received the payment. I went into my bank immediately and was told that i needed to request a refund receipt from CIC for them to be able to investigate what happened, so i started jumping through the "calling every 3 months" hoops in an attempt to get a receipt or to have people investigate further. I was finally sent my PR file which has the note "refunded" on it, but that is all (and apparently is not good enough). Finally in October a person said that someone would call me and i would be given a form to sign saying that i never received my refund and that they could then issue me a check. This morning i got an email which says "Our office has no record of the refund transaction failing. Please contact your financial institution." I have called RBC and they now say that i should have disputed the charge by January 20 if i had a problem.
I literally have no idea what to do now, I am so confused. It is a LOT of money to just give up on. Does anyone have any advice?
