refund fee

I applied for jan intake 2018 but got refusal now i applied for rrefund in tru university kamloops canada but yet not any response can you tell me how many days process of fee refund my agent said he is not responsible for fee only college can refund still waiting.

i am really too much sad about my refund is my agent cheating or college because i have no receipt of fees. agent has receipt
