although I applied for a judicial review after both claims from refugee board and appeal division were rejected but my common-law partner is an international student is it possible for me to dismiss my refugee case and have her apply for a work permit on my behalf

Unfortunately it's not possible. You can't convert your status from refugee claimant to a dependent work permit.
