Anyone can file an asylum claim. However what you have described will be extremely weak grounds for filing asylum and you should assume it will end in refusal.

If you’re part of a EU country you have freedom of movement to another member country. There’d be no need or reason for Canada to give you asylum

Issue is that on 20 dec. Ukrainian high ranking intelligence officer said russia is planning to occupy baltic states in 2027. I am already in military active reserve, so ill be first to get shot for meaningless war.

You realize Canada is a NATO member as well? Not sure avoiding military service in NATO would be looked at favourably in a NATO member country.
