Refual of work permit due to my name is not ther on LMO

Hi ,
I got refusal due to my name is not there on LMO under NOC 6611.
But know if am planning to apply for FSW under NOC 1111 as i am working as accountant since August 2013.
Before this job if am working as assistant manager in liquor store .
Can i apply under new NOC.

Please let me know.
