i dont think my previous employer will give me a reference letter.. Can I submit my ROE from service canada and payslips instead?..what should i do, any thoughts? Thank you

First, TRY to get the letter of employment. Ask for it in writing, so that you can document your efforts to get one . If you DON'T get it, you will have to write a letter of explanation as to why you are missing a required document. Having some proof of your efforts (e.g. email refusing to provide the letter) is essential. Then include your back-up documents, but you will still need something that describes your job duties. And then hope for the best - you're missing the most important document, so understand that whatever you give instead, it may not be enough.

I want to ask why you think your ex-employer will not give a reference letter. Infact when terminating and on last day at work you receive the letter (can have various names like Service letter, reference letter, experience letter etc) as a mandatory document. If they did not yet hand that over, you have every right to ask for it. Put it in writing so that you can document it and submit to CIC if need be.
 
It is a terrible position to be in having to beg for a Reference
Letter so that you can qualify for immigration. It leaves your future in the hands of someone who might not care less. Look in the FSW threads and search for reference letters. See what others have done to meet this requirement. All the best.

It depends are you getting points from that previous job? If you do get points cos of that job then you will need to provide a reference letter
 
Hi
My employer is not giving me reference letter.
But I have work permit, work contract with my job description, my pay slips and my T4 form and my job offer.
Is it enough? If I don't have the reference letter would I be rejected?
please some advise.

It's Low skilled job.. Maybe i got the ita from my current job which is skilled
 
In order to qualify for FSW, the work experience has to be in skill levels OAB or it doesn't count.

Totally understand your situation. But for CEC it is very important that you produce supporting reference/recommendation letters especially for the Canadian Experience with details of job performed. I was as apprehensive as you when approaching the project manager of my client. Initially he said he can personally write to CIC about me but I explained him that without the experience letter i would not be able to submit my application. Thankfully he understood and took the pain of discussing with his HR to get the format printed and signed company's letterhead. So hopefully your's will be same. Give it a try.
 
My employer gave me a reference letter with my salary and position I held,also period of time I worked for them. But they added a separate page with job duties they require for the position, it is on company's letterhead too. Do you think its ok?

Yes that should work. Atleast better than not having anything. Even better would have been if they could have specified as below :

Yes, thats how they wrote it.. But for the duties they just gave me a separate paper where it's written all duties for the position and those duties are the same for all store managers ( my NOC 0621) but they are very detailed. Do you think if CIC won't like it they will ask me to provide a different letter or they just reject my application. I think with online application they can ask to clarify some documents right?

I think you are perfectly alright. CIC should ask you or connect with your ex-employer if they have more questions about your job responsibilities. So for now just chill :-)
