My last manager doesn't want to provide me with a letter listing the duties and skill of the job ? She only gave me a general letter. What can I do about that ?. ( I don't have an ITA at the moment , but i'm just trying to figure stuff out i guess )

Ask HR
 
I did ask HR and they didn't want to . they said that it's the only letter they can provide.
 
You can ask for a colleague to write a declaration of your duties and responsibilities and notarize it.

As well as proof that you requested the letter to your manager but it was denied (e-mails)
