If possible try to get it in English, otherwise, you will have to get it translated. If a supporting document is in a language other than English or French, the applicant must provide IRCC with a copy of the original document as well as a version translated by a certified translator.
 
It needs to be in english or translated into English. If you're doing the latter, the translated document must be notarised
 
Yes, certified translation is required. however, make sure it is certified/notrized otherwise you may have issues at CIC stage.
