We've heard of someone being suggested to write a "reestablishment plan", should we include one of these with our application?

You, the Canadian sponsor, are I understand already in Canada, applying for PR for your wife who is in Beijing? If so, you do not need a 're-establishment plan', which is only an unofficial name for an explanation of your intention to return to Canada. You are already in Canada; ergo no plan is necessary.
So that's what a reestablishment plan is, not how my wife plans to reestablish herself. Great, thanks!
