Yeah It sucks but cant help , it will take freaking 13 years now for parents grand parents
 
The big issue seems to be about parents being a "cost" to Canada.

It has been suggested that mandatory medical insurance could be an option - obviously it would be expensive.

But would people pay for their parents medical expenses if it allowed them to shorten the processing time?

Also, how much would it have to cost to be acceptable, would $10,000 PA be too much?

Maybe, parents would be prevented from using healthcare for free - if the processing time was one to three years, would that be a good "deal" ?

Take a look at Australia for Non contributory parents

Parent Category visas

In the 2010–11 migration program year, there will be 1000 visa places available worldwide under the parent category. Based on current planning levels and the parent category queues, when allocated a queue date applicants can expect to wait approximately 20 years before visa grant consideration.

Comparatively speaking, Canada is way too slack on parental immigration, 13 years doesn't seem too bad, eh?
 
No kidding... and still much easier than the US.
