Hello,
I have a record of landing but expired in 1999, i was dependet to my father. Can i renew mine now? And if yes how can i do it?

If your status or documentation expired 19 years ago, then presumably it was granted several years before that, making you in your early to mid 20s at the youngest? If you have been in Canada since then then you can just apply for new documentation, but if you have been out of Canada, you are wildly out of your Residency Obligation (by decades), and have chosen this yourself as an adult, so would be extremely unlikely to win a claim that it was due to your parents.

That means you're far too old to try to save your PR status based on the fact you were removed from Canada as a minor.

You have two options:
(1) If you want to try to save your PR status, you'll need to fly to the US and then try to re-enter Canada by land through a US/Canada land border using a private vehicle. If you are able to re-enter Canada without being reported, then you'll have to remain in Canada for two years without leaving before you will be able to renew your PR status. Given how long you've been outside of Canada, there's a very high chance you will be reported for failing to meet the residency requirement. If you are reported, you'll have to appear at a hearing to argue why you should be allowed to keep your status and should expect the outcome of this hearing is that you will end up losing your PR status.
(2) Officially give up your PR status and apply again from scratch.
