I submitted my sowp on 14th March and got the biometrics done on 19th march. Will i be affected with the new March 19 cap? Spouse is in a dli but doing college certification.

No. Assume you showed funds of $26k for two people if spouse is on study permit to meet POF requirements. All you can do is wait.
