Well, I tried to land in Rainbow bridge on a weekday, around noon. I was sent back from the US side without the admin refusal form, so I couldn't do landing at the Canadian side.

I turned around, crossed the Canadian side and went to Peace Bridge. The reason they gave me that there are a lot of travelers who are in the queue in the office, and the wait will be 2 hours or so and asked me to go back to Canada.
