not always. file number is created even if ur file is not fall within the CAP. File number is created after getting an eligibility review by CIC initially. Then when everything is upto the mark they send PEr with file numbers

receive any kind of mail/email from CIO means a file number. Not only PER , even NER would contain your file number ;D ;D ;D ;D ;D ;D ;D

ecas changed to IN PROCESS: 22 July 2011

LONG STORY SHORT:

01. they refused us saying i am not a dentist - 3131!!
02. they gave me back the bank draft
03. after appealing saying; "yes honey" i am not a dentist - 3131 'cause I AM A PHARMACIST - 3131;
04. they said "ok, we're reconsidering but I need the fee!! so send it back to me!!"
05. then I send it back again.
06. they sent the PER
07. then without rbvo it changes to IN PROCESS!!!!
08. W - A - I - T - I - N - G - .. I DON'T KNOW HOW LONG!!
